CONSTABLES ARE
CIVIL LAW ENFORCEMENT

I’m Constable Matt Jennings.
For over 10 years, I’ve worked in law enforcement.

CONSTABLES ARE PUBLIC SERVANTS

As Peace Officers under Utah Code, constables have police powers and are public servants. Our office takes that responsibility and will serve Ex Parte Protective Orders, Permanent Protective Orders, and Civil Stalking Injunctions, upon the request of a petitioner, for free.

Our Mission

Our mission is to deliver, execute, and enforce Utah’s court process, both civil and criminal, with courtesy, professionalism, and competence.

CONSTABLES ARE CIVIL LAW ENFORCEMENT OFFICERS

In Utah, a constable is a fully empowered peace officer. Specifically, constables and their deputies are “Special Function” officers. This means constables and their deputies are not tasked with general law enforcement duties such a writing traffic tickets or investigating homicides.

Nevertheless, constables are certified through the Utah Peace Officer Standards and Training (POST) Council. Constable Kolkman and his deputies have taken Utah’s Oath of Office, which states:

I do solemnly swear that I will support, obey and defend the Constitution of the United States and the Constitution of this State, and that I will discharge the duties of my office with fidelity.

Utah Constitution, Article IV, Section 10.

An analogy: In Utah, constables are to police what the US Marshals Service is to the FBI. While federally, the FBI is responsible for general law enforcement, the US Marshals Service is responsible for providing federal court bailiffs, recovering fugitives, and serving process.

Wasatch Constables is the corporate entity of Salt Lake County and South Ogden City Constable Matt Jennings. Wasatch Constables serves the greater Wasatch front and all of Utah.

CONSTABLES ENFORCE CIVIL ORDERS

As Peace Officers under Utah Code, constables have powers and authority beyond regular process servers or private investigators.

Our office can serve writs of execution. We have the authority and expertise to seize and sell property. We understand what is worth taking and what should be left alone. We will work with you to maximize your execution.

Our office can also enforce evictions. We kindly and quickly restore possession of your rental properties. We lockout evicted tenants and, if necessary, arrest trespassers.
