What is a Constable?
In Utah, a constable is a fully empowered peace officer. And although a constable is able to perform full law enforcement, a constable is considered a “Special Function” law enforcement officer and is not tasked with general law enforcement duties. Constables and their deputies must be certified through the Utah Peace Officer Standards and Training (POST) Council. A constable serves process, performs bailiff duties for justice courts, transports prisoners, seizes property, enforces writs of all types and effects service of arrest warrants. A constable may also make probable cause arrests.
About Wasatch Constables
In July of 2009, Ogden City appointed (for a six year term) Rob Kolkman as its constable. After the appointment, Constable Kolkman founded Wasatch Constables LC as the corporate entity for his services. Based in Ogden, Wasatch Constables—and Constable Kolkman—currently provides bailiff and transport service for Ogden City and Riverdale City. Additionally, Wasatch Constables serves court papers such as subpoenas, summonses, garnishments and warrants for the above mentioned cities and the State of Utah. Wasatch Constables has many corporate clients as well including local law firm Van Cott Bagley and national banking group, Citi Financial.
Rob Kolkman: Ogden City Constable
Rob Kolkman has nearly 30 years of law enforcement experience. In 1982, Rob began his career as a Deputy Sheriff with the Salt Lake County Sheriff’s office; he served with the Sheriff for 7 years. After leaving the Sheriff’s office, Rob worked for Salt Lake County Constable John Sindt as a Deputy Constable. After an 11 year tenure with Constable Sindt, Rob began working for Salt Lake County Constable Larry Bringhurst. While working for Constable Bringhurst, Ogden City appointed Rob its Constable in order for Court Security Services—Constable Bringhurst’s corporate entity for bailiff service—to provice bailiffs for its justice court. Rob served as Court Security Services’ Director of Northern Operations. In 2010, after Constable Bringhurst sold Court Security Services, Rob founded Wasatch Constables.
Tony Alarid: Chief Deputy Constable
Tony Alarid began his constable career as a deputy with Constable Bringhurst in 2006. Before then, Tony was a reserve officer with the Ogden Police Department. He also had an established career in retail and corporate security. An Ogden native, Tony has two children and lives with his family in Ogden.

Wasatch Constables exists to be a private extension of the court system to help others execute and deliver their legal documents in a timely, efficient, and professional manner while making all returns promptly and accurately. As an extension of the courts, Wasatch Constables will secure court facilities and the people conducting business there in a professional, courteous, educated and respectful manner.
